I don't play 40k anymore realy, but I'd be up for a painting contest.
I don't necessarily plan on participating. We're also talking about the idea of having everybody who enters a miniature also act as a judge - so you're doing both parts.

Sounds like fun, I would do it just to do it.

In that case you'd probably win hands down :)
If it was just who painted the best model, there are a number of people who'd blow everyone else out of the water...you, Mark (my bro), Andy, etc. I can paint pretty decently, but not good enough to even come close to yous guys, which immediately makes me say, "Why bother even trying?"...
What about:
Fastest painter to get a unit done?
Best improved over the course of a month of 'classes'?
Categories like: Best vehicle, Best unit, Best diorama?
Or even add best conversion...
etc etc....
I'm definitely interested, but I'd like to know what is involved and the rules...
